Or... he has a cloud fin because being a fish he needs a supply of water when he goes off on land-based expeditions. It's basically the fish equivalent of a diver's oxygen tank.

Anyway he can't be Jesus because that would mean he walked on water and if he did that he wouldn't be able to breathe.

But, based on your theory, if his fin is a cloud then he could breathe outside of the water.
