Yeh in reading the article I remember it now

It's one of those "this is so lazy and stupid it won't be viewed as art so by calling it art I'm calling into question what art means" kinda deals

I'm officially offended that you think hip hop as a genre is a suitable comparison to this

Nah it's more subtle than that. Basically is this art because it's being presented in a museum or is this art because it's being presented as art? It's almost like a catch 22 essentially. It's not art because it's in a museum but by being put in a museum as a piece of art by someone making a statement about art being put in a museum it becomes art. Or more purely it becomes art based on the artist articulating the context of what they are presenting.
