Steve Perry has an outstanding voice. In metal Bruce Dickinson from Iron Maiden stands in my mind as a front runner.

In terms of pure technical ability and emotion I'd throw Jeff Buckley out there during his rockier moments, he makes someone like Mick Jagger look like a drunk bird doing karaoke on a hen night.

Buckley was amazing. Wish he would have reigned it in a bit more at times though. Just becasue you have incredible range doesn't mean you have to use it all the time.
