Not comparable really, They are compared very often and I don't see why. Sure they are both Post-Punk but not the same kind of Post-Punk.

Yes they are, they're not goth-ish post-punk so it counts

Gang of Four songs have actual hooks?

Ok that's being overly harsh to a band I actually like a lot but yeah. Gang of Four are more unique, their songs have more solid effort put into them, the melodies are sharper, the rhythms are more creative, the hooks are excellent, their sound is less repetitive, the musicianship is tighter and the lyrics have more striking and meaningful imagery. Just a better band overall.
